The Moon, or Earth's Moon, is a celestial object orbiting the Earth. In the Harley Quinn universe, the moon has seemingly been bought by billionaire business man Lex Luthor who built his moon base there where he hosts the annual MalCon, a conference for evil inventions, as well as private events such as his birthday party.
