The Scarecrow is the secondary antagonist of the DC Universe animated series Harley Quinn. He is voiced by Rahul Kohli.[1] He is based on the character of the same name from DC Comics.

Personality
Scarecrow appears to be quite sadistic, although notably less so than either the Queen of Fables or the Joker, such as when he suggests the idea of trapping Gotham citizens in a maze and giving them a dose of his fear toxin.
Though he willingly works with the Joker in his plan to betray the Legion of Doom and take over Gotham, his agenda appears to be mostly independent of Joker's, with him only wanting to harvest Poison Ivy to enhance his fear toxins. Suggesting that their alliance was largely more out of convenience than anything else.
He acts as Joker's right-hand man and lives with him in the face tower Joker used to take over Gotham. It is unknown how long he and Joker were planning the Gotham takeover together, although possibly right after Joker pitched his face tower idea to the Legion of Doom members, as he gleefully comments on the Joker saying how much money it would take to build the tower as being a bargain.
He appears to be afraid of Joker and what he might do, as seen when he becomes nervous when Joker yells at him for commenting on the face tower's fire pole idea and how he was cowering in fear on the ground before having his head dissolved while trying to calm Joker down to no avail.
He seems to think Joker would enjoy supposed reenactments of the sorts of things Harley and he would do for fun, leading him to reveal Batman's identity against Joker's wishes. He appears willing to sacrifice himself if it would lead to his and Joker's plans succeeding, as seen when he drives off Harley Quinn Highway and sinks the truck full of fear toxin into the lake, likely seeing the potential danger and high death by drowning or other means as being worth it if it means spreading fear and laughing maniacally as he falls through the air and driving off without any hesitation.
Appearance
Scarecrow dresses like a typical scarecrow, with his iconic bag around his unseen head, tattered clothing, and straw coming out of his sleeves and pants legs. His appearance was slightly different in his debut episode, episode 2, in which he is seen wearing a brown shirt instead of the red one he wears in all episodes onward. He also wears a noose around his neck.
He appears to possess eerie yellow eyes which can be seen through the eyeholes in the burlap sack. It's unknown if this was his real eye color or if it was simply an effect.
