Ratcatcher is a supervillain who can control rats, which he uses to commit crimes and has spent most of his life in the sewers of Gotham, catching rats. He eventually fell in with a rat.[1]
Season 2[]
"There's No Place to Go But Down"[]

As Gotham had fallen into chaos, Ratcatcher used the sewers to move weapons across the city. Batgirl and Commissioner Gordon came down there to stop him. However, their cover is blown when Gordon accidentally drops his flask, causing Ratcatcher to get away and send all his rats after Gordon.

"Another Sharkley Adventure"[]

Ratcatcher was later invited to a talk show, "The Tawny Show". There, he was interviewed by Tawny Young about his romantic relationship with a rat, kissing them on camera.
