The Penguin Commandos were the pets of Oswald Cobblepot, who act as his henchmen.
The Commandos appeared in "Batman Begins Forever" in one of Batman’s memories. In the memory, they are helping Penguin with his plans and attacking Batman. The Commandos were armed with small explosive rockets that were carried into Batman's range and then launched.
