Joe Chill is a small-time criminal who one night follows the Wayne family into Crime Alley, where he mugs and murders Martha and Thomas Wayne, leaving Bruce Wayne orphaned and traumatized by killing his parents. Bruce is raised by Wayne’s butler Alfred Pennyworth and grows up to become the vigilante superhero Batman, protecting the people of Gotham from people like Joe, making him responsible for the creation of Batman. Joe would also become famous for killing the Waynes, getting his name on an award called the "Joe Chill Honorary Award" for the "Technical Villy Awards", won by many supervillains, such as Catwoman.

"Batman Begins Forever"[]

While not physically present, Joe Chill was still seen throughout Bruce Wayne's subconscious when Harley's crew entered Bruce’s mind. Harley's crew was dropped into Bruce’s memory of his parents’ murder in Crime Alley, which Joe took a huge part in. They soon saw that this event was looping everywhere they went with dozens of clones of Joe as Bruce had blocked out all his memories except this one. Clayface tried to interview multiple Thomas Waynes as research for his movie, but Joe swiftly shoots each Thomas and Martha before he has the chance to get his answers. Meanwhile, Harley Quinn took action by shielding one of the young Bruces from seeing his parents die from Joe’s gunshot.
Altering the memory causes Joe to go after Harley and Bruce’s psyche to eject Poison Ivy, Doctor Psycho, and Clayface, but leaving Harley behind. Harley eventually got the young Bruce away from a group of Joes by going into an underground cave with all of Bruce's memories. One of the Joes caught up to them, and while trying to hide from him, Harley fell into a portal to a memory of the Joker and a past Harley. Joe later invaded the memory, killing the Joker and retro Harley. However, Harley and young Bruce managed to delay him, escaping into a happier memory. Harley and young Bruce enter Wayne Manor on the final Christmas before Thomas and Martha's deaths, followed by Joe. They hide from Joe in a closet, and soon, it’s revealed that Joe, who's been after them this whole time, is an avatar of adult Bruce.

- In "The 83rd Annual Villy Awards," it was revealed that the Villy Awards, an award show for villains hosted at the Monarch Theatre, had an award named after him called the "Joe Chill Honorary Award".
