Debbie Shirley is a minor character of the animated series Harley Quinn. She is a wealthy woman who’s the mother of Joker’s stepkids’ classmates and a high-ranking member of the Sherrill Robinson Elementary PTA.

At some point, Debbie got married and became the mother of Madison and McKenna Shirley, who are the classmates of Benicio and Sofia, Bethany's children. She is shown to be wealthy, as she has maids and a VIP parking spot at Sherrill Robinson Elementary. One of her maids speaks Spanish and tells her that she spits in her food in Spanish, with Debbie not realizing what she’s saying, however it’s unclear if that’s actually true. She is also a high-ranking Sherrill Robinson Elementary PTA member and has connections on the school’s election board. After Joker moved in with Bethany and became the stepdad of Benicio and Sofia, Debbie and him developed a rivalry, with Joker developing nightmares about her.

While not physically present, Debbie was still seen throughout Joker's nightmare about her. In it, Joker is seen being tormented by Debbie, who belittles his competence as a parent. His subconscious even puts her in the Batsuit as she first appears as Batman, and Joker deems her his “most challenging enemy yet.”
In the morning, she arrives at the school’s office of Sherrill Robinson Elementary to find Joker, who is seeing the Spanish dual immersion student list and trying to find his stepkids. She is bragging to Joker about how her children got in and how her maids will be talking about them when they leave on vacation. Also told him, that she had connections on the election board and that maybe he could have better luck next year.
Later, while she was in her VIP parking spot at Sherrill Robinson Elementary, she was interrupted by Joker, who tried to get into Debbie’s good graces and attempted to bribe her with a homemade dish. Unimpressed with the “ethnic” food, she listened as Joker tried to get her to get his stepkids into the Spanish dual immersion program since she had connections on the board. She then told him that the only one who could help Joker would be someone higher than her, like the Mayor, but since he died, she told him to go to City Hall and file a complaint. She then handed him the empty dish and left.
Sometime after Joker became the Mayor of Gotham, he took Debbie's VIP parking spot. Joker flaunted Debbie that he now has the VIP parking spot at Sherrill Robinson Elementary, ending with Debbie driving away enraged by the situation.

- Her last name is never mentioned in the episode she appears in, but it’s revealed that her last name is "Shirley" in the Spanish dual immersion student list as her kids' last names are both "Shirley".
- Her car has a drawing of her family in the back, featuring her with two kids, a boy and girl, presumably McKenna and Madison, respectively and a man, presumably her husband.
- Her license plate in the back of her car says "Queen B", as she is shown to be one herself.
