The Court of Owls is an elite secret society that ruled Gotham City from the shadow for centuries. However, as of recent their focus has shifted from evil schemes to hosting massive orgies. They have their meetings on Wednesday evenings.

Backstory[]
The Court of Owls was Gotham City's most exclusive secret society which has been around for over a hundred years. Not much is known about their history but they were responsible for running some really evil schemes back in the day and has historically always opened their meetings with an animal sacrifice. To get into their meetings members need an owl mask and have to say the password "hoot-hoot" at the door. The Joker used to be a member but presumably left as they changed their ways, turning their focus to orgies instead of evil-doing.
Season 1[]
The Court of Owls were references briefly during "So You Need a Crew?" when the text "Court of Owls: secret society or underground sex club?" could be seen at the bottom of the screen during a news report at Metro 7.
Season 3[]
After someone broke into their apartment and kidnapped Frank the Plant, leaving a Court of Owl brooch at the seen of the crime, Harley Quinn and Poison Ivy infiltrated their gathering, with some help from the Joker, in order to track down the culprit. At the same time, Jim Gordon, egged on by his campaign managed Two-Face also attended their meeting in order to try and find some of Gotham's most wealthiest elite to donate to his mayoral campaign. The gathering was also attended by Bane, Killer Croc and KGBeast as well as Bruce Wayne and Catwoman although the latter two left before the orgy could start.
As the gathering started, their leader, the High Owl started with the animal sacrifice although first announced that due to some of their new members complaining, the role of goat would be played by a goat pinata. Following the "sacrifice", he announced that it was time for cocktail hour. Following that, much to Harley and Ivy's horror, the High Owl announced: "let the grand orgy begin!" as he and the rest of the party guests began to strip down and engage in intercourse with one another. However, the mood was broken when Harley accidentally turned on the lights. With the light on, Gordon, who had remained oblivious to the activities due to his bad eye-sight, also finally became aware of what was going on. Harley and Ivy soon left without having found their culprit and Gordon without any donation, although he did accidentally take many incriminating pictures of Gotham's elite.
