Amanda Waller is a minor character of the animated series Harley Quinn and is the leader of the Suicide Squad.

Amanda Waller is the head of the Suicide Squad, an elite team of supervillains who take on jobs the U.S. government won't do. She attempted to recruit Harley Quinn to the team and sent her many emails that were ignored. She even sent her a box of shirts with the team's logo.

She was walking the corridors of Arkham Asylum when Harley Quinn and Poison Ivy were breaking King Shark and Clayface out. When Poison Ivy accidentally runs into her, she insults her by calling her a "Karen", prompting Harley to become enraged and kidnap her. She put her in a body bag and brought her to Edin, unaware of who she was. When Harley showed her captive to Ivy, intent on torturing her for what she said, Ivy informed her that she had just kidnapped the head of the Suicide Squad.
Waller escapes
Not faced by this revelation, Harley still demanded she apologize, but Waller stood her ground. Plastique showed up to rescue her (as the "A-team" were busy overthrowing a dictator in Central America), showing off a promotional video for the Suicide Squad put together by their PR team, stating that they wanted her notes on it by the end of the day. Plastique engaged Harley and Ivy in a fight, allowing Waller to make her escape in a helicopter, flipping Harley and Ivy off as she flew away.
